The Philippine coast guard has accused Chinese coast guard ships and fishing vessels of switching off their location-transmitting devices to avoid detection and surveillance.Canadian and Philippine officials signed the agreement last week on the sidelines of talks held in the Canadian capital of Ottawa to discuss ways to strengthen relations between the two countries, the Foreign Affairs Department said without providing other details.China claims virtually the entire South China Sea on historical grounds but this was invalidated by an arbitration tribunal ruling in 2016. China refused to participate in the arbitration sought by the Philippines, rejected the ruling as a sham and continues to defy it.Aside from China and the Philippines, Vietnam, Malaysia, Taiwan and Brunei have had overlapping territorial claims in the South China Sea, which straddles one of the world's busiest sea lanes.Canada is among several Western countries that have recognized the 2016 arbitration ruling and called on countries, including China, to respect it.。

三 | “去年大模型前景不明朗时，我们坚定投向智谱；今年智谱上市、GLM大模型全球叫好，智谱也坚定表示要把全国第二总部建在杭州上城。”上城区相关负责人说，智谱创新研究院揭牌，正是其中的重要落子。上城区科技经信局局长胡丽亚介绍：“此前上城集聚的群核、凌迪、炽橙等AI企业，大多深耕工业、设计等垂类模型，是以联合实验室形式研发；浙江移动研究院、复旦类脑研究院则分属通信、类脑细分赛道。从产业定位看，智谱创新研究院也是上城首个通用大模型研究院。

四 | ”作为同样落户上城的企业，炽橙科技与智谱正展开深度合作，公司副总韩鹏感受很直观：“智谱大模型体系完备，代码生成与推理能力已达国际顶尖水平，更重要的是高性价比，让我们工业智能底座的开发效率大幅提升，代码准确率提升至99%以上，整体编程效率提升约30%。

五 | ”他打了个比方：智谱的基模就像“水和电”，是基础设施；炽橙科技做的智能体应用，是用这些水电“做饭、照明”。一个负责“发电”，一个负责“用电”——前者决定能力上限，后者决定价值落地。而如今，智谱就是要把这套“电力系统”的核心研发环节，搬到上城。智谱创新研究院所在的杭港科技大厦，4.9万平方米的空间里已集聚人工智能核心企业30家，入驻企业年营收超15亿元。揭牌当天，研究院与浙江大学正式签约，将联动本地高校与产业资源，构建“产、学、研、用”深度融合的协同创新体系，即连接技术、人才、场景与生态，让AI能力更好服务于产业升级与社会进步。与此同时，6个由浙大教授领衔的联合实验室项目率先入驻，围绕多智能体协同、长程复杂任务规划等方向攻关。锚定四个前沿方向：脑启发与认知计算、智能体与复杂决策、多模态感知与内容生成、脑机接口与神经解码。也就是说，想让AI更像人、更能干、更会看，甚至能“读心”。研究院落户背后，是上城全新的招商理念——跳出传统“拼营收、拼税收”的旧思路，看中的是顶尖AI人才团队的落地、原创技术的突破和能带动全域创新创业的开发者生态，他们称之为“带土移植”——希望依托智谱庞大的开源社区，将上下游AI企业连同技术、团队整体搬迁，形成集群效应。

六 | “这不是‘栽一棵树’，而是‘移一片林’。”胡丽亚说。上城正经历从中央商务区（CBD）向中央创新区（CID）的深刻转型。目前，该区已初步形成智谱系、群核系、炽橙系等九大科创产业生态谱系。研究院的落地，不仅将带来顶尖人才，还将承担Token经济的核心载体职能，面向中小企业提供普惠式数字要素供给，推动区域数字经济向Token经济迭代。接下来，上城将以智谱创新研究院为引领，一体带动多个研究院和创新中心建设，全面应用大模型能力赋能高价值场景，打造一流营商环境，争创杭州“人工智能创新发展第一城”的实践样板，推动中央创新区建设再上新台阶。
